Yes, I can replace a windshield in the rain — it just depends on a few things, like how big your vehicle is and whether you've got a garage or some kind of cover available. If there's no cover, I've got tents that I set up over the work area to keep everything dry. The tricky part is the wind. I can work in the rain, and I can work in the wind, but doing both at the same time gets hard, because the wind makes it tough to keep the tent and the work area protected. We always try to work through it and make it happen. That said, if the conditions are bad enough that it's not going to work out right, I'm not going to risk it. Doing the job properly and safely matters more to me than forcing it in weather that could compromise the install, so on those rare days we might have to reschedule.
